Changeability within the governmental and public sector

The Swedish government decided upon implementing a new IT system and hardware for the entire public sector. This transition would entail over 300.000 employees, TopDec was brought in to work with 27.000 of these employees; the first to transition in to the new systems and all top management. The Swedish authorities faced a major change as to handle this change internally. Therefore TopDec was brought in to detect the employees that would have the greatest challenge with this change as well as to educate and guide them individually.

MISSION

To create the most efficient way of changing attitude towards this change, through guidance and training. The main task was to screen changeability to an immense volume of people and with this; suggest a plan for implementation of this new knowledge and applications. TopDec was given the opportunity to, together with The Technical University  in Luleå, offer a plan for efficient, reliable and sustainable implementation. The chosen organisations within the public sector were; The National  Police, The Swedish Pension Authority, The Swedish Authority of Shipping, The National Property Board, The Tax Authority and The Road Administration. In total 27.000 employees.

Time frame: three months

DESIGN

An abbreviated and concentrated version of TopDec was created for the screening. This version consisted of a prefabricated form with the exclusive target to determine the individuals comprehension, motivation, and action, as well as their capacity and willingness to change. An additional test of their openness to and level in IT knowledge and comprehension was also applied in parallel to TopDec.

Each organisation was divided into seven groups in relation to individual needs for education and training. After their different educations and trainings, an exam had to be passed to verify success of the implementation.

The employees most inclined to change and high knowledge and openness to IT, would need the least guidance and training, compared to the employees that were least inclined to change and had limited previous IT knowledge.

All data were analysed by Professor Kjell Olsson and his crew at the Technical University of Luleå.

RESULTS

With TopDec it was possible to screen a high volume of people instantly and at the same time, to further easily divide them into relevant groups according to their individual needs. This enabled each organisation a very efficient process to the implementation of the new work mode within shortest time frame possible.  The results were very positive and applicable and further used throughout the whole public sector.
